Any article about climate mitigation needs to clearly state that failing to reach net zero would be catastrophic and work backwards from that. If it doesn't, it's not good faith at this point.

I think - and now I really am putting words in his mouth - he regard the CBAM as necessary but not sufficient. Why not have a decarbonisation regime that more explicitly targets consumption emissions? If that is the case, why not enable a greater proportion of savings from overseas?

True, but hard to envisage what such a regime would look like beyond a CBAM. It would also trigger even more complaints about tariffs, protectionism, and costs (often from those who would say they agree with carbon pricing in principle).
