The reason I liked Koontz's book is it explains the bureaucratic process that produced the Wannsee Conference.

In effect, there was a crisis, and a faction in the bureaucracy had a radical and extreme plan that they were able to get other bureaucrats to agree to.

Everyone in the room had debated the Final Solution for some time. And what happened was that Heydrich showed up with a solution, and more importantly the authority to pull it off.

The book provides the missing link between the holocaust and that meeting. From 1933-1939, Bureaucrats tried to solve the Jewish Problem through isolation.
From 1939-41, they engaged in random mass violence at the war front.
In 1941, things changed as the government suddenly had a lot more Jews.

With the failure at Stalingrad, the problem of what to do with Jews under management became acute.

Heydrich shows up with a solution. When Eichmann runs the numbers, it's like any meeting where a brilliant solution to an intractable problem is presented.

All other options are dropped.

The Jewish problem that has bedeviled Germany for 10 years can finally be solved! The Bureaucracy is overjoyed as they will have one less problem to deal with.

When folks look at Trump, they focus on his words, not the implications of policies being implemented by Bureaucrats.

That's the danger.
