But Trump has handed around 1 to Sir H without him even trying. Did no one in Team Trump notice that expanding the federal bureaucracy on Inauguration Day was a bit counter to the narrative?

That particular quote is depressingly apposite in 90% of tax policy work to this day. You can have all the brilliant policy ideas you like, but if you can't design the form, & systems, to administer it, it wont work. Of course now it's all transitioning to online & digital it's even worse...
