Well, yes and no. Once can't do much to prevent fires, but there is quite a lot than can be done to improve resilience. A big chunk of Cali would be classified as Wildland Urban Interface, where humans have inserted themselves into a fire-prone environment without adjustment to their lifestyle.

Defensible zones, building set-backs on sloping ground, more careful selection of species to be planted, and a major adjustment to building codes. Living close to nature comes at a cost, both to the residents and to the environment.
