This is actually a disaster. Very few of those countries will run a trade surplus. Given China's current mercantile policies, there is little chance of any having balanced or surplus trade.

Manufacturing for export is the best route out of poverty & that route is effectively closed at the moment.

Except that China actually invests in both infrastructure and productive capacity in the countries it trades with/invests in . Look at the actual deals and you’ll see that Chinese trade is a lot less hawkish towards developing nations that US one.

This is true, but in the medium and long term it is the trade balance which matters.

As it stands, because most investment is not given as grants, the public pays for both the infrastructure and the imports, which creates consumers but not producers (for whom export opportunities matter).
