Because today’s young people have less hope & opportunities than the generations before them. It is normal and popular for countries to have exchange reciprocal youth mobility agreements. It fosters cultural understanding and soft power. The question should be why would you deny those opportunities?

It's not solely the UK's decision though is it? It also requires a unanimous agreement from EU members, that's what the EU is all about. It's already on the table, it's just the actual details that are awaiting agreement.
