But, challenge is over time institutions lose focus on their original purpose & aims. Maybe unconsciously, their objective becomes sustaining the organisation. You can see it big time with political parties, but also true of bodies such as Metropolitan Police in UK or the IOC, FIFA, even UN.

That's not what's been happening. Gradualism and moderation are cover words for what is actually the continuation of status quo and with it the growth of economic inequality. The disaffection of the American people with the status quo and the related rise of Trump is the result.

By “institutions”, I mean rules, norms, customs, etc. which are the foundation of organizations like parliaments, government agencies, courts!
Functioning and vital democratic institutions must be maintained, reformed if needed, but must not be destroyed!

Absolutely such bodies are needed. Big problem is how to keep them fit for purpose & stop them becoming self-serving.

Rather as Churchill said "...democracy is the worst form of Government except for all those other forms that have been tried...".

As a management consultant I worked to get organisations to lose standing committees, their objective becomes their own continued existence. A small step, much more difficult with major bodies.

Institutions are degrading themselves. They’re doing it legally and constitutionally. People don’t have the power to intervene. Sure, we could uphold the norms that constrain and guide the institutions, but how are we supposed to “defend” the institutions?
