They may well be using these UAS for reconnaissance without an active uplink back to control.
One can send these UAS along waypoints and record the surrounding area and RF, log them in a device and retrieve it after it returns over the border.

Russian EW doesn't work very well. They have a habit of mounting the equipment in the wrong direction, among other issues. lol.
