Does not look like anything of military significance there on maps, so probably some mobile AD that was deleted.

Back in late June, the Russian space communication center in Vitino was hit with ATACMS. The site hosts a NIP-16 tracking station - a massive facility that was used for communications with spacecraft during the Cold War.
Perhaps this is a reprise.

Even during the strike back in June, some mobile assets were rumoured to have been targeted/hit - Krasukha-4 jamming stations in particular.

Good point - Russia's most potent EW system, used to suppress AWACS radars and radar reconnaissance satellites.
Indeed, it seems as if the Russians have had a lot of valuable materiel in that area. It makes sense that ATACMS has found a nice new target there.
