BUT I do however think these people should be trained in advance. Even if it is only basics like shooting. Just in case they ever are needed. Better position to be in if they were to receive what they need to equip more brigades.

There is no point mobilising people if you don’t have the weapons to arm them.

What he should do is order the formation of citizen militia groups all over Ukraine to train ready for a Russian advance and build defensive fortifications in every city, town village.

Is avoiding a full scale mobilization possible if the war continues 2-3 Years more? I really don't know, but if it does, no-one should be sent to frontier without a proper training.

This is the point of the mobilization. It makes no sense to acquire more troops if it's impossible to provide equipment to then.

Those things (troops/gear) go together. If there's not enough equipment, troops can do next to nothing and vise versa. When troops are rotated, they can use same vehicles, tanks, howitzers and all that heavier stuff. But if personal equipment and ammunition are missing, the situation is bad.

18 to 24 year olds are still volunteering and are accepted. But maybe Ukraine could call up that age group for reserves only? They have battalions of trained men but not enough equipment to use them in the war. Allies should help to equip all these fully trained men before mobilizing more.
