NATO and the US can hear a whale fart 5,000 miles away. We have had most of the ocean bugged since the mid 1950s. They caught this ship very quickly after the incident. The problem lies in the fact it's commercial ships doing it, often under non Russian flags.
If they adjust the parameters to listen specifically for dragging they can quickly detect where and which ship is likely trying to harm cables then warn them before they can. If they Ivor warnings they are disabled and the whole crew given 20 years to deter others in future

This isn't how you use anchors; and every seaman knows that.
