How would that work if they've been invaded? If they have been invaded, it's already too late.
The only way is to deploy European troops in Ukraine, arm them to the teeth, and do not give Russia an inch. Actual guarantees.

Either something like You said (f. ex. 80%) or a valid veto should include at least f. ex. 3 countries.
Do they become a member IMMEDIATELY?
Is ARTICLE 5 then triggered IMMEDIATELY?
Unless both of these are true then it's not much of a deterrent.
If they are both true then why not let Ukraine join now?
