The article I saw suggested that they were current government employees, and not the dudes brought in by Musk. As they cited up, holding the constitution as part of the reason for leaving.
Those were actually employees of the United States Digital Service (I hadn't heard of it before today, either), which was rebranded to DOGE last month. We don't know the whole story yet but it should be noted that the 21 who resigned represent some 10% of USDS' total workforce.
