It’s a ploy. The US will not deliver military aid anymore. Now Europe is expected to buy these weapons/ammo/etc from the US for Ukraine. The US administration saves money and the weapon manufacturers still get paid.
On the short term yes ... but in the long run USA's military industry will lose it's best customers it has. The damage is already done and that wheel will never turn back. Europe's own investments will start for real just now.
