We studied Spain's Just Transition Agreement (JTA) - a pact to phase out coalmining, support affected workers & invest in affected municipalities, negotiated by the incumbent Socialist Party (PSOE) with unions and businesses shortly before the 2019 national elections.

Our DiD analysis showed a 1.8% increase in PSOE's vote share in coalmining municipalities in the 2019 election compared with non-coalmining areas in the same provinces. This electoral success was noteworthy, given the JTA involved closing a local industry.

Interviews with participants in the JTA negotiations and further tests suggest the importance of union involvement in building support for the JTA & PSOE. Involving unions in climate policies can have potential benefits (e.g. the pro-union approach of the #InflationReductionAct).

Are our findings likely to generalise to other cases? Yes, especially where carbon-dependent industries (i) have the organisational capacity to be reliable partners in social dialogue & (ii) are in a weaker bargaining position due to their weak prospects for profitability.
