Exactly. Lord Dampnut is exemplifying the conservative, Republican belief that ostensibly invariably ineffective, inefficient, meddlesome, wrong-headed democratic government should be small, inactive, preferably non-existent. The man golfing in the face of all those problems is for them a triumph.
