Most PS1 emulators do want some kind of bios image, that you've definitely dumped yourself from your own hardware and not found on the internet in some kind of archive.
Last I tried it, it runs, but it runs too fast. Kingsfield is normally in a pretty low framerate and plays a bit weird when it hits 30 fps. Enemies gets too fast, but haven't found a way to limit the fps to emulate it properly.
Duckstation on steamdeck, through emudeck. But worked even better on retroarch using either duckstation core or Beetle core on Series X in dev mode. I imagine retroarch can do the same on pc.
Should just be thrown into a folder named "bios", if such a folder exists. Otherwise, there might be a readme attached to the download. When placed correctly, it just works.
