if they're bragging about cost savings, they are likely cutting the savings from indirects from the total budget

It's not clear to me if they have that power. Isn't NIH budget determined by the congress? Can the administration cut it in the middle of the fiscal year? (Not that they care about the legality of the issue). It's the "oops, I did it again. See you in court" mentality
