You can not point to the intro monologue, which states "To be a man in such times is to be one amongst untold billions. It is to live in the cruelest and most bloody regime imaginable" and expect to hear condemnation because they do not see cruelty and bloody as value judgments, just descriptors.

The satire of 40k isn't intended to tell fascists not to be fascists, it's intended to mock fascists for the amusement of non-fascists.
The argument "40k is bad Satire" is rooted in a misunderstanding of what Satire is, its impact and a confusion of intent and purpose.
What you *CAN* do is make sure the fascist is unwelcome and hounded from any shared space
When the vaguely liberal conquerors and βliberatorsβ of oppressed lands that they previously abandoned use magical healing water their main currency the metaphors almost feel over-gilded.
There are a few standout bits here and there in both settings that keep me interested, like Necrons and some parts of the Imperium
