The proper response for members of Congress blocked from entering a federal building "on the orders of Elon Musk" is to say "who's that?," keep trying to enter, and if physically obstructed, either push in—get arrested on camera if necessary—or get officers to arrest anyone illegally barring you.

But one entity that definitely does not have legal jurisdiction there is the president's unelected oligarch friend and some randos who work for his private companies.
Don’t tell me this is a constitutional crisis and then shrug your shoulders when they won’t let you in.
