I suspect it will need some sort of legislation. There will be contracts on pricing, so an export tax will need to be created. On the bright side (not necessarily for Ontario) Doug Ford has a majority government so he should be able to pass it.

In rural areas there are far fewer options than you think. Other satellite providers are orders of magnitude worse than starlink. The only other realistic options are either wired internet from electric coop or a cellular/fixed-wireless link. Both are hard to find and setup.

The chances of the lights going out is low, what will likely happen is the affected states will buy power from U.S.
generators that will cost more than they would have paid to import from Canada at the point in time. btw Canada also imports from the U.S. (less than they do) for the same reason.

That was a rough time. I was working in downtown Toronto and managed to get out of my office tower before power was fully lost. People in apartments really suffered as they had no water, no power, no AC. It was a very hot few days.
