I’ve gotta say Kai Winn is the worst, most diabolical villain I’ve ever seen in movies or television. She was the head of a church for a people who had lost everything…and she wielded that devotion to satisfy her own nefarious needs. She masked her evil with a smile and faith. The perfect villain.
