not scary, a great policy success! Emissions from industrial activity used to contribute to acid rain, which was a big problem in the rust belt & eastern US. The Clean Air Act put regulations on autos, fuel, and power plants (e.g., scrubbers) and the result was a dramatic reduction in acid rain.

It always comes down to what you value more - your property or other people. In this case, this opposed to regulations think those regulations will effect their property (land usage, car choice, cost of goods/money), and they care about those things more than the hardships other people will face.
