As someone who lives in DC, I can say, this is not the first time I’ve seen this. Staff have a vested interest* in covering for legislators who should be in memory care. In c. 2006 I took scouts to visit a senator: it was obvious even to the kids, that he had no idea what was going on.

Some of those old folks are very effective. Compare Nancy Pelosi - literally worked miracles in her tenure, compared to much-younger Mike Johnson, who couldn't put together a coalition to save his life. Age as the test for effective, quality leadership is overly simplistic. Experience matters.

Except that most people vote for incumbents as a default and don’t actually pay any attention to voting records for legislators, so re-election is a very weak term limit.

That said, for *effective* legislators who spend time doing their jobs, more time would be better.

Age limits. You have hit a minimum age to serve, the max IMHO should be 75. I retired at 57 as a full professor, because I was getting too frail. Ps. I am healthier and happier for doing so.
