Poor people have hoops to jump through and this is like an automatic pass to being a citizen. And to him, wealth means status, and poor people are trash people. So he wants to attract “greater” immigrants. Without regard for their background I’m assuming.

The goal I assume is that it will attract wealthier people. And to him wealth means “better.” So if you have that much to spend on citizenship, you’re going to spend more money in America.
He’s basically saying that rich people are worthy of being citizens and poor people are not.
