Maybe it's naive, but EU should probably invite Canada, UK, South Korea, Japan, New Zealand, Australia, Mexico and some more (Chile, South Africa) as soon as possible. An isolated EU response won't do much good against where the USA is heading & which might cause China to be the new global Hegemon.
