Typically they entail researchers from one place going to another place (either in person or virtually) to share knowledge, resources, methods, expertise etc. Quite basic to all kinds of science (in the European sense of science).

Depends on the scheme. But the basic point is to fund a context that multiplies knowledge and understanding and creates resources for a much wider community of researchers (not all of them academic).
