I think he offered, but several refused, as they felt they did nothing wrong and didn't want to accept a pardon/admission of guilt

They refused the offer. They did nothing wrong or illegal.

The handful of people in question that I saw adamantly refused wanting any pardons. Preferred to fight any bogus investigations. I don’t blame them.

My thoughts as well on this particular subject!
