My one challenge to you is this: newly built homes that are then swept up or simply built for rent seeking entities would not decrease the level of precarity many face. Market forces are overcome by desperation and a willingness to repurpose away from offering anything affordable.
Does NEPA fuck with the government's ability to do anything a tenth as much as the CEQA does? It feels much more analogous to the Administrative Procedures Act.
