Even if you deal in to North, doesn't look like their hand has much value. 1 han if they have a set of North winds or white dragons? That's basically the same as a noten penalty.

good reasoning all the way... with just one more thing i only realized in retrospect: because it's south 3, the riichi player gets all last deal, and looking at the scores, i think you actually want to deal into north's tanyao rather than let south win this hand and catch up
(in the moment, i forgot about all 4 1p being visible meant the 9s was safe into orphans, and dealt into the tanyao anyway... and if this weren't silver room, i wouldn't rule out a 9s tanki trap wait from south either...)
South already discarded a 9-bamboo so it's 100% safe with them.
This late in the round the odds of them winning the hand are pretty slim. A riichi with only a couple of draws left always feels like I'm just throwing away points lol
If east is going for an outside or partial outside hand, that could be a tanki wait on the 9-bamboo Could potentially be pretty costly too. Mangan if they have two yakuhai. So maybe dealing into the Tanyao was the right move after all.
east dealt tedashi 7 followed by tedashi 6 three separate times so i think we can rule out chanta (not that i pay that much attention to tedashi/tsumogiri outside of replays). so 9s is actually safe from everyone. but i do like the aesthetic of "deal in on purpose" being the answer :)
