Many police departments have a non-emergency number. I agree, reserve 911 for emergencies or for urgent situations where someone is likely to be hurt (though if threatened while voting, that is valid).

Curiously, voting yesterday (there was a line), no one was there handing out literature for the first time in my memory. And off in one corner of the parking lot there was a cop sitting in their car - I suspect "just in case" some asshole with a gun appeared.

I was a poll watcher one year and one of the things they told us to be on the lookout for / consider reporting was excessive police presence/lingering at the polling site 👀
