We know exactly who came up with it, the game's director, Junya Ishizaki. He's been a Game Designer/Level Designer on previous Souls titles and was "Battle Director" for Elden Ring, so it makes sense he took a much more mechanically minded approach to a game concept for his directorial debut.
I think Nightreign is a very efficiently planned project. It represents an opportunity to test the strengths of a new director, to explore ways to rework the core combat system, and to improve their multiplayer infrastructure, all on a tight budget. It's a game they could only make after Elden Ring.
have fun with a side project that does more with multiplayer, like the incredibly popular multiplayer mod for elden ring? this is the least corporate thing ever, it really feels like the devs having fun with the assest library
also the dark souls bosses they chose are like the least nostalgia pandering. if it was ornstein and smough and like fume knight sure. but the bosses in promotions and trailers are centipede demon and freja. it really feels like they just wanted to mess around
