So make a local protest. If you look around you will see that expats and foreign allies have been echoing some of the protests here in the US. Making noise is more important that where you make it.

A request/recommendation: State capitals are nice, but the vast majority have little to no military/veteran footprint.
Stick with DC, but target the cities with heavy military presence, e.g. Columbus, Georgia rather than Atlanta; Killeen, San Antonio, or El Paso, TX rather than Austin, etc.
My point was that an group trying to organize vets for a middle of workday event might have more success in places with lots of veterans.
Where I live, 2 major mil/vet locations: closest is a 2.5 hour one-way drive, the other 3.5 hrs one-way from the state capital that has minimal vet footprint.
