Isn't the simple argument, though, that BBC encroachment makes reader-funded models harder to achieve? Net result is ad-stuffed commercial websites and the BBC's underwhelming attempts to do local. Far from the only, or biggest issue. But one of them.

This nonsense about "crowding out" really originates in the claim by big business that public sector investment crowds out the private sector. So government deficits are always punished by the "bond vigilantes". What the "free marketeers" want is to close down the competition. Revenue capture!

It's a bit rich for Retch to complain about the BBC crowding out local news, when they've consolidated their local titles into a handful of regional offices, crosspost fluff across all their titles (local and national), and have websites that are almost unusable without an ad blocker.
