Because most of them aren't "bad guys" & the GOP needed propaganda reels for their rabid base that wants to see MASS deportations, so numerous innocent people (pretty sure most) were used as pawns. You can't get propaganda reels quickly if you allow for due process & most aren't eligible to be sent.
