The amount of money spent in each state to replace donated equipment. It's essentially payments to companies/manufacturers to produce donated materiel.
De nada. Everything we gave wasn't new spending, it was tallied up from cost price of donated stuff, and that's what we're paying to replace it by state. (This isn't a fully fair picture, as some stuff donated has expiry dates and so would've been replaced anyway.)
Money we've spent for industry to build stuff for Ukraine (i.e pay the supplier and it goes directly to Ukraine) and money we've spent to replace expiring equipment we sent to Ukraine via the Presidential drawdown.
Basically we took munitions etc that were going to expire and we would eventually have to replace and used it for their intended purpose of destroying the Russian military. Therefore it's really a win/win for us versus spending the money to just replace the stocks and not degrade Russian
