IMO, this is a clickbait headline by NPR, unfortunately. Trump was president the last time a census was conducted and if he's constrained to 2 terms, he will be out of office before the next census takes place. Either way Biden's order didn't exist the last time either.

I worked on the national census in 2010 and 2020 and travelled to various parts of the country to do so. I was inspired toward this after listening to representatives of Iraqi minority groups lobby DC for a census to be conducted in post-war Iraq. Thatwas in 2003 at Radio Free Europe.

The 2010 census was a wonderful experience; I so enjoyed getting out into very rural areas and connecting with people. The 2020 operation was just scary. The pandemic was in swing but, also, the country had clearly changed: many people were very hostile to government reps arriving at the door.

Yes. This is a part of #Project2025 and they spent 6 pages dedicated to reforming the Census Bureau. I highlighted specifically what you note they want to change it for. They claim they were “underrepresented,” and are seizing the power to force new congressional maps in their favor.
