Maine needs this trigger law to go into effect. I have no doubt Nebraska will wait until the Maine deadline has passed before changing their law. There will be no savior in 2028.

Currently the Nebraska winner-take-all bill is dead in the water because we have certain Republicans that have vowed to vote it down. I suspect it will be revived every year until they either bully them into it or they primary the oppositional Rs

I understand it to mean that they wouldn't let districts that win for a candidate have that representation. Honestly, get rid of the electoral college and just count the votes.
