It took six reporters to conclude that these numbskulls "don't fully understand" government contracting. For weeks now it has been patently obvious that not a one of them has even the faintest grasp of how procurement works.

No, the contract was an IDIQ with a $10 million ceiling. That doesn't mean another $8 million was going to be spent, it just meant that was the limit of how much *could* be spent.
