useful jubei blazblue gimmick™ for the day

tk.214C is good as a sudden cross-up. works best off 5A/5B which are jump-cancellable on block (5B > 9 > j.214C). does require meter to convert from but 214C has 100% initial proration so it's aight (this also works from install rekka too, no tk required)
