The idea that a group that is 80% opposed to something are not "almost unanimous in rejecting it" is untenable. "Almost unanimous" is usually considered a super-majority, for which common thresholds are 90, 80, 75, and 60%. So in ordinary usage the Cons are "almost unanimous" in rejecting annexation

I disagree. Almost unanimous (ie 100%) is nearly 100% to me. Which is what is seen among other party supporters. But I agree that there still appears to be strong opposition to annexation within the CPC, at 79%.

Here is a further breakdown of the annexation referendum question. Use caution since sample sizes are smaller for some of the groupings.
That said, the higher reported annexation support in Saskatchewan, Ontario, and males are noteworthy.

Important to add that although annexation support gravitates to the conservatives, 4 in 5 are still against annexation.
