What he has done is artificially deflate his labour costs by utilising the difference between commercial/public appliance costs. It's very common and not necessarily price gouging. Though it is a lesson in honest pricing, both to himself and the client.

Actually when we had some outdoor fans installed on our back deck the electricians suggested we could source our own to reduce costs, zero dramas. I think we just got the ones they recommended
