actually this reminds me of Waku Waku Mahjong Panic! ~Shikigami Denshou~ which is a hentai mahjong game for pc-98 that got ported to windows and officially translated by JAST USA in 2000 as "Legend of Fairies" but that version stripped out the actual mahjong part of the game
