That's how the Romans dealt with Pyrrhus and then with Hannibal. They just kept raising troops to fight (and lose) long enough for both invading forces to just run out of resources. Although in Hannibal's case, they also undermined his resources.

1. I keep saying this, but it’s important to try to slow things down. It’s something that the Democrats really don’t get. You can win a war by losing every battle slowly.
