I don't think drones make much difference, honestly.
They might make it a bit easier, but it's already pretty much impossible to protect the grid from a small group that wants to cause damage.

Imagine how much chaos even a relatively minor drone attack by terrorists would be? To protect civilian areas cities would have to shut down cell phone and data networks and cover streets in nets.

I follow an Youtube channel where they show the Ukrainian side of these drones and it's amazing what these drones can do. I read at the end of last year that the US Army pulled all of their Abrams A1 Tanks from the front line because they were to vulnerable to drone attack.
