Social Security is not really either of those things. It's a wealth transfer program that shifts money from workers to retirees. It is not a savings program, though it is often depicted as one.

It would be nice if we could have an honest conversation about it, though, because it is worthwhile.

In a 401K, the money you put in is directly invested in securities or bonds that you own, though there are restrictions on access. For Social Security, the money you pay in is paid out to recipients, not held for you. Payments received come from payroll taxes collected from current workers.

Pension plans, at least properly designed ones, invest the money taken in, but hold those assets collectively, so a pension is more like a 401K. Unless it is not properly funded and the money is taken early to pay current commitments, in which case it is more like Social Security.
