This isn't a bill. It's proposed appropriations for the budget that the Senate is just starting to work on. So there has been no vote yet. Curious that this suggests they're working on an appropriations bill since concern has been Rep using budget reconciliation instead to need 51 votes vs 60.

Every Dem did vote no, but Rep have the majority. Plus, this was only a vote to open debate. It will be the vote after debate & amendments that that will be critical. Rep are trying to use budget reconciliation process, so they only need simple majority rather than 60 votes.
