that depends on the kind of model being made, 3d, live 2d or a pngtuber etc? because each use different tools though live2d and png have some overlap such as both using your prefered digital or pixel art program to make the design.

it'll be a 2d model!! I've checked a few programs like Photoshop and Live2D cubism :)

live2d cubism is what i use for my live2d rigging and there are a good amount of tutorials out there for it, just make sure to draw up the design and make every part you want able to move as separate layers so they can be put in separately is the main thing.
