If Fate is 3 and GURPS is 10, I like 7, Savage Worlds.
I didn't need a realistic model but it should have hard limits, rules, and grid combat to reward tactics or clever roleplay. Do not try that rule of cool stuff at my table.

But I think a lot of people run it dominated by rule of cool and an infinite number of Bennies.
