There are two because most of these changes are illegal in the EU thanks to their strong consumer data privacy law, GDPR. X/twitter has to pretend to comply with GDPR while violating user rights everywhere else.
Same, I got so confused, because on my end that line was just absent, but then I noticed that there are two versions, one per region groups.
I guess this is Musk's way to comply with EU's user protections while leeching off of everyone else.

The "However..." line is only present in the version "if you live in the EU, EFTA states or UK"
So, for everywhere else that "backtracking" doesn't apply.
